Recently, home schooling becomes popular in the worldwide such as in America (2 million school-age students), Australia (1,878 families 3,children). But it is still not so popular in Taiwan. Although the home schooling gradually increases this years (last years 436 cases,this years 616 cases,growth 41 ), the most parents still choose public school for children. However, lots of parents are not satisfied with the public school any more, there are  many problems in the public school system such as  children may learn the negative behavior, words and thinking in the public school. Consequently, the home education may be one of parent's choice.

But there is a huge issue that is home schooling really beneficial for children to grow up ? Is it appropriate for Taiwan's education?what is the positives and negatives ? What will I choose for my future children ? Shall I  be a teacher in the school or educate children at home ?

The motive for me to write this essay is that I am interesting in education ; my mother  would like to promote home schooling for people, and my sister may consider home schooling for her future children. .  But how about me? I think it again and again. First, I would like to share with you about my experience. I studied in the public school ; there was a home schooling child coming to our class one day. My classmate criticized the home schooling child that he was so strange and different from other people. Since he was quite silent, polite and pure . But my classmate could not accept this kind of simple boy, he was totally different from other student in public school. From then, I kept the confusion that whether home schooling was an eccentric thing and children would isolate from everyone. While I got the answer this summer camp after communicating with four home schooling's families who came from Virginia. I understand the mechanics and functions about the home schooling; I change my worst stereotype of home schooling.  I know that I had the peer and grade pressure in my  school life. And my daily life was full of test and lessons. I did not really know what my aim was in the future. I think that home schooling may provide time for children to search their dream early.

While there still exists the debate and severe problem in home schooling in Taiwan. I will discuss the opposition and find out the new solution to solve the problems . And  I would like to break down the myth of home schooling.

「在家自學」在台灣又稱「非學校型態實驗教育」,學生在家中由家長指導,而不在學校就讀。這屬於前衛的教育觀念,然而在國外已經行之有年。根據教育部統計,去年(2012年)台灣的「自學生」,國小約有672人,國中生235人,高中生約100人。「自學生」人數每年都有小幅增加,電話詢問的次數亦是增加。這些家長和學生行使公民應有的「教育選擇權」,摒棄一般學校的刻板教育方式。

根據美國教育部統計顯示,美國在家受教育的兒童愈來愈多,二○○七年已多達一五○萬人,比十年前增加了七四%。調查顯示,有八八%的受訪家長出於校園安全、吸毒氾濫與同學壓力的原因,帶孩子回家教育。其次八三%的家長是出於宗教與道德因素,對教學不滿的佔七三%,對非傳統教育感興趣的為六五%。

不再強迫入學


隨著時代進步,教育多元化呼聲不斷,教育政策也逐漸鬆綁。民國八十八年修正的「國民教育法」第四條明定:「為保障學生的學習權,國民教育階段得辦理非學校型態之實驗教育。」同年六月公佈實施的「教育基本法」第八條更明確指出:「國民教育階段內,父母負有輔導子女之責任;並得為其子女之最佳福祉,依法律選擇受教育之方式、內容及參與學校教育事務之權利。」從此,在家自學正式合法化,選擇在家教育的人數也逐漸增加。以申請人數最多的台北市為例,今年申請案件就增至八十八件。

其實,早在「教育基本法」通過實施前,台北市已首開先例試辦「在家自行教育」。民國八十三年,在台北市政府舉辦市長「與民有約」時,幾位家長提出一份在家自學的請願書:「我們是一群為了親自教養下一代而放下工作的全職母親,即將面臨孩子入學年齡。但是目前社會風氣敗壞,連帶學校風氣敗壞,已經嚴重影響學齡兒童求學的環境。譬如,小學裡充斥著電動玩具、金錢交易、暴力、勒索、結黨、炫耀、色情漫畫,我們的子弟在這樣的環境中,能不受感染而潔身自愛,實在難上加難……」。在北市教育局邀請學者專家討論研究後,台北市在八十六學年度開始試辦「在家自行教育」。

Introduction 
Homeschooling is becoming more popular every day, with a growth rate of 7 to 15 percent per year. There are about two million children currently learning at home. Homeschooled kids do well on standardized tests, are welcome at colleges and universities, and as adults, have a reputation for being self-directed learners and reliable employees.
Almost ten years ago, when I was making the decision to homeschool, I wrote up a list of pros and cons. The pros won me over, but since then, I've discovered there were many more pros and cons that I couldn't possibly have anticipated!
To help other parents who are considering homeschooling, here is a new list of pros and cons. This list is based on both my experience and the experiences of dozens of families who've shared with me the ups and downs of their day-to-day homeschooling.

BACK TO SCHOOL | How to keep a few bad apples from spoiling the bushel

Some former homeschool students are speaking out against what they consider an abusive or neglectful upbringing. Last year they began posting their stories on a website called Homeschoolers Anonymous, alleging mistreatment from parents ranging from sexual molestation to what they describe as “spiritual abuse.” The stories vary widely, but echo a common charge: Homeschooling, they claim, gave their parents opportunity to abuse, “brainwash,” or neglect them.
One of those former students, Heather Doney, 31, co-founded the Coalition for Responsible Home Education (CRHE) to advocate increased state regulation of homeschoolers. Doney worries her home state of Louisiana, for example, allows homeschooling households to operate with little accountability. “My parents registered as a private school, and no one ever checked on us again,” she said.
She has reason for concern. She still counts on her fingers and double-checks the tip she leaves on restaurant tables. As the oldest of nine children, she remembers growing up homeschooled and being the only child who could read: Her sister next in age didn’t become proficient until she turned 12. Doney had all she could stand at 12 years old when a neighborhood boy ridiculed her inability to multiply or divide. “Ha, ha!” he laughed. “You’re going to spend your life flipping burgers!” She pleaded to her grandparents for help, and they began tutoring Doney.
Her mother, Sandra Doney, agrees their home environment was neglectful and abusive in some ways, and said Heather “got the brunt of it, being the oldest one. … In trying to do the right thing, I probably overdid some of the discipline. … There was just a lot of emotional turmoil.” Heather Doney’s parents are now divorced, and she admits that “the average homeschooling family is fine. … I’m looking at [families] who are doing terrible things in the name of homeschooling, hiding behind homeschooling to do it.” That’s what her Homeschooling’s Invisible Children’s website documents: criminal cases of neglect and abuse.
The existence of such cases, and the growing reach of the anti-homeschooling websites, raises questions that homeschooling defenders are primed to answer. Educational neglect? Brian Ray, president of the National Home Education Research Institute in Salem, Ore., said most studies by dozens of researchers since 1985 show the average homeschooler scoring in the 65th to 80th percentile on standardized tests. (The national school average is the 50th percentile.)
What about abuse? The Health and Human Services “Child Maltreatment 2011” report noted that 4.1 percent of U.S. children were involved in abuse investigations in 2011. A 2004 study from the U.S. Department of Education found about 7 percent of eighth- to 11th-grade public-school students claiming a fellow student, teacher, or school employee had touched or contacted them in a sexual manner, without their consent. Yet only 1.2 percent of Home School Legal Defense Association (HSLDA) members called for help in dealing with child protective services investigations—sometimes for issues as trivial as a messy house or a missed paperwork filing deadline. That figure isn’t scientific, but it suggests abuse and neglect is far less common among homeschoolers.
Nevertheless, stories on the Homeschoolers Anonymous website brim with pain, anger, and bitterness. Many posts are anonymous, making the accounts hard to verify, but organization co-founder Ryan Stollar told me by email, “We are creating a growing community of misfits, survivors, and allies.” One series of posts titled “Homeschoolers Are Out” spotlights homeschool graduates who have declared themselves to be gay or transsexual. He said his organization “enthusiastically supports” homeschooling as long as it is “used responsibly.”
One of Homeschoolers Anonymous’ biggest targets is the Virginia-based HSLDA—homeschooling’s top ally since 1983. Last year Homeschoolers Anonymous launched an online campaign that claimed the organization’s defense of homeschool parents had weakened child abuse investigations. It called on HSLDA to tell its 80,000 member families how to recognize and report abuse, and HSLDA did add a section to its website defining child abuse and outlining how to address it.
HSLDA has long seen less government regulation of homeschoolers as best for parents and students—but in January Stollar and 10 other homeschool alumni traveled to Richmond, Va., to vocalize their support for House Joint Resolution No. 92, a measure to re-evaluate the state’s religious exemption from compulsory education. HSLDA leaders were also in Richmond to lobby—against the resolution.
“It’s obvious to me that homeschool parents love their kids and don’t want to abuse them,” said J. Michael Smith, president of HSLDA. “The reason they’re homeschooling is because they don’t want to neglect their child’s education.” Both Smith and Darren Jones, a staff attorney at the organization, agreed that abuse and neglect cases do exist within some homeschooling families, but argue their number is small. HSLDA staffers call them “fake homeschoolers.”

The practice of homeschooling has essentially been around since the dawn of time. Parents and guardians have always took it upon themselves to teach the younger generation the knowledge that they have received through their many years of experience. But we live in a different world now, governments have recognized the massive need for an educated youth and have provided public school systems to insure that vital knowledge gets passed on. This debate is about answering the question of whether or not in a world where everyone is awarded an education by their government, is the practice of homeschooling still needed or has the benign intentions of the past transformed into something harmful towards society? Our plan is simple, as in most states some years of education is compulsory, we will use the same methods to enforce a ban on homeschooling, punishment being fining the parents/legal guardians.

Home schooling is the education of children at home. The practice is legal in most countries but the extent to which it is practised varies. Within Europe, for example in the Netherlands parents have a duty to send their children to a school, and Germany forbade home schooling until recent decisions ruled this contrary to human rights legislation. The extent of regulation varies considerably; Austria for instance has an annual testing regime but elsewhere monitoring may be left to regional authorities with varying results or may not exist at all. There is not much data about the number of home-educated children in western Europe, except for Britain where there are three to four thousand children educated at home, and Germany where there are only 200 or so following the recent change in the law. Home-schooling is comparatively popular in the USA and is legal in every state but it is a major political issue and the level of difficulty encountered by parents wishing to teach and parents removing their children from the state system varies between states. Here, the arguments will not be specific to any nation, but take place within the context of liberal democracies with a reasonable standard of educational provision and assumes that home educators would be subject to regulation. Proponents of the practice argue that parents have a right to decide where best to educate their child, and that the home is often ideal as a learning environment. Opponents argue that schools, in contrast, offer ideal learning environments and that education requires properly-trained teachers in appropriate settings, which a home and well-intentioned parents cannot provide

當其他同年齡小孩,每天一早睡眼惺忪的起床上學,知名作家曾陽晴的女兒「果果」,不必每天趕著7點起床、7點半到校、8點上課。今年10歲的果果,應該是小學五年級學生,但她的父母做了不同選擇,讓她在家自學。
參加教會媽媽的共學團體

「教育很重要,但我對台灣的教育非常沒信心。」談到讓女兒在家自學的過程,曾陽晴說,從女兒念幼稚園時,他就開始思考女兒的教育問題。
和一般父母一樣,周圍的朋友開始提供很多意見,就在他茫然無助的時候,正巧有一位教會的媽媽問他有沒有興趣參加在家自學。和這位媽媽聊過後,他覺得在家自學似乎沒有想像中的困難,決定試一試。
在教會媽媽的建議下,曾陽晴讓果果參加教會媽媽們組成的共學團體,20幾個國中小學年紀的小朋友混齡上課。教課的老師大多數是家長,少數科目像數理科,也會外聘老師,曾陽晴後來也成為共學團體的國文老師。
教會共學的科目每學期都不一樣,上學期果果上的是生物課,這學期上台灣社會歷史,有時也會安排繪畫、閱讀策略、作文等副科。曾陽晴說,這群教會媽媽當中,有人曾當過學校老師,對如何教育孩子駕輕就熟,他一點都不擔心。
果果小五前只上過三天半學校課

曾陽晴說,果果升小五以前,只在學校念過三天半的書。第一次是小二時,曾陽晴帶她到寄籍的小學上課,那天只上了半天課。
他印象很清楚,女兒小二第一次到學校上學時,那天只上了體健課,雖名為「體健」,卻沒有讓小孩子到戶外運動,只教小朋友怎麼正確刷牙,還要小朋友上台示範刷牙。上完那堂室內體健課後,果果小二就再也沒有進過學校教室。
果果第二次到小學上課是小三,那一次她上完三個全天,也很快認識了五、六個朋友。但兩次回家的路上,曾陽晴問女兒:「要不要去上學? 」女兒都肯定地回答:「不要。」小小年紀的果果還告訴曾陽晴,「學校很無聊」,她一節課坐了整整45分鐘,卻只聽到一些不重要的小事情。
果果今年升小五,因為數學課愈來愈困難,已經不能完全靠在家自學。9月新學年度一開始,夫妻兩人決定讓女兒每周到寄籍的國小上課兩天。結果開學還不到一個月,他們就決定減少一天,每周只讓女兒到學校上課一天,其他時間都在家自學,或是到教會共學。
教育目標曾訂過:加強家事能力

曾陽晴和太太為女兒安排的教育目標,也和學校很不一樣。例如果果小學四年級時,他和太太為女兒訂下的教育目標,是「加強語文和家事能力」。
那一年的期末評鑑,果果親自寫了十道菜的食譜,而且每一道菜她都會做。之所以選擇小學不教的家事課當作自學重點,是因曾陽晴認為「做家事太重要了!」他說,學會做家事表示有能力照顧自己、管理自己,是邁向獨立的第一步。
對曾陽晴來說,建立小孩的人格和興趣比較重要,他反而不怎麼在意孩子是不是跟得上學校的課程進度。他自己在大學任教,很看不慣現在的學校教育,只是不斷從小到大,教孩子如何應付考試。
曾陽晴說,他對女兒的期望很簡單,希望她有好的品格,不要掠奪別人;更希望她是一個誠實的人,一個願意說抱歉且心中有愛的人。他希望女兒很清楚知道自己喜歡什麼、優勢能力是什麼,並在未來找到自己的路,快樂地過日子。他還把女兒自學的心路歷程寫成文章,收錄在「愛孩子的一百個方法」一書中。
不要小孩變成「會考試的笨蛋」

曾陽晴認為,這些看來簡單的期望,卻是學校學不到的。他不希望女兒虛耗時間,在鑽牛角尖的考試題目上,天天和別人比分數,最後變成「一個很會考試的笨蛋」。
夫妻兩人都是虔誠的基督徒,曾陽晴也非常重視孩子的信仰,以及人與人之間的倫理關係。曾陽晴說,他希望女兒生命中的每一件事,都和信仰發生關係,能天天向上帝禱告。對他來說,「養育孩子的過程,就是教育孩子獨立,培養健全人格的過程。」
因為在家自學,果果和父親相處的時間比一般小孩多很多,曾陽晴和太太取得默契,兩人平常教育小孩時,只要有一個人正在扮黑臉,另外一個人就不會發言干涉。他很堅持這項原則,認為這樣才不會影響教育的有效性。
不到學校上學的小學生,日常學習會不會單調貧乏?曾陽晴很得意地說,他們安排女兒參加很多戶外活動,女兒除了學習游泳、空手道,也學過騎馬、參加各種自然營…,在家自學的內容非常多樣豐富。
不看電視 多用來閱讀、運動、畫畫

果果也很享受這樣的在家自學方式,甚至告訴父母親:「希望可以一直自學下去…」。曾陽晴笑說:「我們都知道,這是她懶散的結果,她其實是想要睡到自然醒。」
為了讓女兒在家自學時,不會花太多時間在看電視,曾陽晴家裡沒有電視。他希望女兒不看電視的時間,可以用來閱讀、運動、學烹飪、畫畫。回首看女兒在家自學的幾年,他很慶幸:「我女兒在家自學過得滿快樂的!」

Homeschooling is rapidly growing in popularity, with the numbers increasing by at least 7 percent every year. There are currently approximately two million children homeschooled throughout the United States. Homeschooling is a hot topic, with a great deal of pros and cons.

Pros to the Homeschooling Debate

First and foremost, homeschooling offers a great deal of freedom, especially educational freedom. While the basics are certainly covered for all homeschool students, the students have a great deal of freedom over what they specifically learn and when. Students can focus on the subject matter that gets them excited, whether that is history, biology or creative writing. Next, homeschooling offers a great deal of physical freedom. Without the strict schedule of school hours, homework and school trips, families have much more freedom to vacation at odd times, visit museums during the week and other such activities. Additionally, homeschooling offers emotional freedom. Students often experience troubles with bullies, peer pressure, boredom and competition. In a homeschool environment, these factors are eliminated. Students are able to think, dress and act the way that they want, making sure that self-esteem remains intact. Lastly, homeschooling offers religious freedom not found in public schools, which is definitely important to many families.
There are many other pros to homeschooling as well. Members of homeschooling families often form significantly closer family relationships. Homeschooling provides a sense of stability to families during difficult times, whether it is illness, moving, death or a new family member. Homeschooling ensures that kids can get the rest they need. No longer are kids forced to rise before dawn to slave away in early morning classes. Lastly, homeschooling eliminates the need for busywork. Homeschooling is a much more efficient way to teach and learn, and can eliminate the need for homework.

Cons to the Homeschooling Debate

While homeschooling can do a great deal of good, there are also a number of disadvantages. First, there are the time restraints. Whether you work, are a single parent or simply choose a time-intensive schooling method, there is a great deal of factors limiting the time available for homeschooling. Financial restrains are another concern, as a source of income is often lost when the decision is made to homeschool. The closeness of homeschooling may prove too much for some families, as parents often must spend a larger amount of time with their children.
Other disadvantages come from limited social interactions. First, team sports opportunities are limited for most homeschoolers, especially teenagers who want to participate in competitive sports. Homeschoolers may find themselves limited in outside connection. While family interaction is great, kids should interact with others outside of the family in order to live full and well-developed lives. Lastly, homeschooling is considered unusual, so you may experience negative comments and attitudes as a result of homeschooling.
